Hurricane Watch: "Tropical Storm Richard taking a vacation in the Caribbean" (UNG)

Tropical Storm Richard seems to have taken an liking to the Caribbean and doesn’t want to move.
The 8 a.m., advisory of the National Hurricane Center reports that TS Richard remains stationary, about 235 miles south of Grand Cayman. It’s expected to move westward later today and gain some strength.
While relaxing in the warm waters of the Caribbean, TS Richard’s maximun sustained winds have not increased from 40 mph. The storm is expected to become a Hurricane over the weekend....
